An employer's authority and/or obligation to offer a SERS pension is generally provided in the Pennsylvania State Employees' Retirement Code or the employer's authorizing legislation. Participating employers include commonwealth agencies under the Governor's jurisdiction, like the Departments of Human Services, Transportation, and Revenue, for example. There are also other public employers, like the judicial system, the legislature, and the Delaware River Port Authority, for example.
