Retirement Health Benefits

Your pension benefit does not include and SERS does not offer a retiree health care program. Different SERS employers handle retiree health benefits in different ways; you should contact the HR service center or, if your employing agency is not served by the center, your employer's HR office for more information.

Most Common Coverage

Agencies under the Governor's jurisdiction, which comprise the majority of SERS-participating employers, offer the Retired Employees Health Program. Typically called REHP, this program is run by the Governor's Office of Administration through the Pennsylvania Employees Benefit Trust Fund. Please visit their websites for accurate and up-to-date information.

If you have general questions about the program, e-mail the Governor's Office of Administration at

If you have questions about insurance providers, coverage, or claims, call the Pennsylvania Employees Benefit Trust Fund at 1.800.522.7279.

How We Help

SERS supports the organizations that run REHP by helping you:

  • Determine if you qualify for REHP

  • Enroll in REHP as part of the retirement process, if appropriate

  • Pay REHP premiums by withholding them from your pension payments

  • Change dependents

  • Cancel coverage

If you have questions or need assistance with any of the above, please call 1.800.633.5461.

Coverage or Claims Questions

If you have a question about your retiree health coverage or need to discuss a claim, contact your insurer at the telephone number listed on the back of your insurance identification card.

You may also call the Pennsylvania Employees Benefit Trust Fund at 1.800.522.7279.

Health Care Costs Affect Your Pension Payment

If you belong to a retiree health program and we withhold your premiums from your pension payment, the amount of the payment you receive will change when your premiums change.

The REHP, for example, has important coverage coordination requirements with the federal Medicare program. You and your dependents must enroll in Medicare as soon as you become eligible to remain in the REHP, read more at the Pennsylvania Employees Benefit Trust Fund website. Your premium may change substantially based on your Medicare status.
