This position serves as a key member of the SERS-Office of Information Technology (OIT) management team by directing, managing, and performing project management and business analysis duties in support of all agency IT initiatives. In this role, the incumbent is expected to maintain and apply detailed understanding of SERS' business processes to complex projects affecting large parts of, or the entire agency. Further, the position supports the strategic planning efforts of OIT through managing the Office's project portfolio and technology roadmap.
  1. Manage & coordinate projects from inception through implementation
  2. Apply knowledge of SERS' business & IT to recommend solutions & resolve problems
  3. Prepare various proposals, reports, timelines, estimates, data analytics, plans, presentations, & similar documentation
  4. Prepare & conduct data-gathering sessions, user testing, & various other meetings
  5. Recommend, draft, & maintain IT policies, processes, & procedures
  6. Maintain effective working relationships to serve as liaison between IT & business users, manage efforts across teams, & direct SERS EE & contractors
  7. Maintain documentation, both electronically & in hardcopy
  8. Adapt to fluctuating workloads & changing priorities
  9. Communicate effectively & appropriately for audience
  10. Operate standard office equipment (e.g. computer, multi-function machine, phone) & use job-related software, applications, systems, databases, & web
Manage projects from their inception through implementation.

Plan, organize, prioritize, and manage multiple work efforts across multiple teams.

Direct and manage project teams comprised of both commonwealth employees and contracted staff assigned to, and for the duration of, the project.

Develop, maintain, and monitor project artifacts including detailed project plan, project scope, project schedule, issue log, and risk register along with communication, test, risk mitigation, and quality assurance plans as required.

Notify and keep project staff resources informed of project timelines, milestones, phases, work request target dates, and approved executable work package.

Collaborate with the Chief Information Officer and other OIT managers on planning resources, budgeting costs, and defining staffing roles and responsibilities.

Prepare and distribute project status reports for all project stakeholders and team members.

Develop, direct, manage, and participate in all business analysis activities as a necessary component of agency IT projects.

Lead teams of commonwealth and/or contracted business analysts as dictated by project scale, complexity, and needs.

Provide effort estimates for business analysis tasks and responsibilities.

Build and maintain relationships with key customer representatives and stakeholders.

Act as the liaison between the business users and the project teams.

Manage and participate in the identification and documentation of existing business processes, in conjunction with program area users, to develop and implement recommendations for improvements in support of IT system development, enhancement, or maintenance activities for highly complex IT systems.

Oversee and conduct business requirements gathering sessions with business and technical resources for complex system development projects.

Prepare and conduct user review sessions to review requirements and design documentation and elicit feedback, concurrence and signoff.

Synthesize program area feedback for integration into system design/development.

Manage the collection, analysis, and documentation of business rules, processes, and legislation.

Maintain a central repository of business analysis and requirements artifacts from inception through implementation.

Prepare documentation strategy and planning including user, system, and operator guides along with online help content.

Work with business areas to facilitate the creation and update of business policy and procedure documentation.

Manage system testing activities in concert with the business users and technical teams.

Manage and participate in the development of system testing scenarios/scripts and the coordination of system testing with users.

Prepare training strategy, plan, and materials in conjunction with HR as required

Coordinate with SERS-Office of Member Services (OMS) and SERS-Legal Office staff to identify and analyze legislative or other changes which will impact benefit calculations and/or member records and prepare for formal analysis to effect necessary system changes.

Performs related work as required.
Two years of experience as a Business Analyst 3; or Two years of experience in leading IT systems development or implementation projects and a bachelor's degree; or An equivalent combination of experience and training that includes two years of experience in leading IT systems development or implementation.

Pennsylvania residency is required.

    • You must have or have held regular civil service status in one of the following classifications:
      • Business Analyst 3
      • Or have held regular civil service status in a pay range ST08 (or equivalent) position for which the appointing authority can establish a logical occupational, functional, or career developmental relationship to the higher position.
    • You must meet meritorious service criteria defined as (a) the absence of any discipline above the level of written reprimand during the 12 months preceding the closing date of this posting, and (b) the last due overall regular or probationary performance evaluation was satisfactory or higher.
    • You must meet seniority criteria defined as a minimum of one year in the next lower class(es) by the posting close date.
